These kinds of arguments are already making me regret trying to split up that section earlier...
Fine, I'll say this ONE MORE TIME. EVERYONE ELSE in the enemy tab is based on IF they had a BATTLE in that CHAPTER.

That's also why characters like Nubert, Trashy and Ball are gonna be moved into Enemys of CH5, because that's when they were enemies.
If someone looks at this, sees Rouxls Kaard in the CH1 enemy list, without looking at the sheet (which is VERY COMMON), they may think "I don't remember Rouxls having a fight in CH1. Better go LOOK for it!"

That may be true to the STORY, but not to the categorys set-up so far.
Also, Undyne placed police tape around hometown, which blocks you from exploring certain areas, yet she is NOT an enemy, even though she is blocking it ON PURPOSE.
Also, every other enemy on here is ONLY in the enemy category BECAUSE they can damage the player / enter a battle.
