Their designer, Nelnal (who also made the weather duo, Sweet Cap'n Cakes, Shinobeetle and Terakota) and even Toby Fox himself in the latest newsletter confirmed in a tweet that they were planned as enemies mostly given the fact that they had very highly detailed animations that would be used in a battle

I mean I think I've heard there's possibly evidence the mantises were going to be enemies at one point? Like I know the pot-archer has unused battle sprites so it wouldn't be surprising.

One of the things that has come to disappoint my greatly about this game, is how some of the best character designs are often wasted. That mantis in a kimono is gorgeous, and fighting her either as a regular enemy or a mini-boss would have been awesome. But for a character that beautifully-designed to be little more than an NPC you only see once? Unbelievable.

It seems like the Archer Pot was going to be an enemy by most of its unused animations before being demoted as an NPC for this chapter. Maybe next chapter it'll get its chance to shine like the Pippins & Sheary.
