I'm not very familiar with Deltarunes innards, but I assume the tiles are predrawn and then each row is stretched and moved to give it the 3D effect and any tiles flipped backwards are clipped off, so the tiles can be adjusted, which also allows for the tower cracking apart in the climbing sequence.
