By the way, it this guy part of the sprite layer or one of the background layers?
That has always been such a weird enemy. Could it be a variation of Chain Chomp? Also, gotta appreciate how much different variations of the chain you can find in the VRAM just to make the shaking effect for the getting hit animation. But it looks very smooth in-game.
