I know that Mods need to be put into another game altogether, but there exists a mod (non-conflicting with Dimension Shellshock) called "Ultimate Retro Mod" which reinstates Tiffany as the hostage for Stage 1 and even gives her unique sprites for her being tied up and carried by Bebop.
If Tiffany is flirting with Bebop, then it's possible she can affiliate herself with the evil Foot Clan.
@Dolphman: Yep, and it seems that Bebop's respective sprites for that scene are still in the game as well.
Shame Tiffany didn't get used that much. She was intended to be the hostage instead of Vernon at one point, but that was quickly changed.
