Sega does like doing shout-outs to various things, like Batman in Revenge of Shinobi.

Probably. Other Sega/Hokuto shout outs include the Zeed gang and the boss Kenoh in Shinobi, Golden Axe's land of Yuria, and Mr. X's right hand man Shiva (Shuu's son)
... Is this a Hokuto no Ken shoutout...?
