Thudley must have been a much earlier unlock then if he was spotlighted on the title screen. Which seems odd considering his ability has one of the biggest oversights in the game. If SPM got a re-release Thudley's infinite jump would likely be one of the soonest patches it got.
My theory is it's a cinder block or some such thing representing an early Thudley.
As close as we're probably ever going to get to the mysterious "Ladder" Pixl...
