My guess is that the sprites were either screenshots or were just redrawn. Since they might have not been aware of the level select, they never got to Mystic Cave (which has the hanging sprites) and just switched to Sonic & Knuckles (as seen by the sideways hanging sprites)
Huh, there's Sonic 3 sprites using the Sonic 2 palette (?) here

@beanluv: Actually, I think it's spelled "Марио".
@Murphmario: Yeah, I just noticed that. Also there's an ugly logo, ugly artwork of what seems to be for Sonic 2, a glitched palette version of Sonic (for the results screen), and Mario in and out of a cage, assuming that the sprites were ripped from somewhere else, like Mario and Luigi in Mapno 3 and 4.
Funny how that instead of using Sonic's hanging sprites from 2, the creators of this hack used the Sonic 3 equivalents.
