IMO I classify them as foreground. The Skewers are placed on layer 2 foregrounds (so not any less foreground than the yellow ground in caves) whereas the pillar is a background image (statically generated) but also used as a foreground hazard (similar to e.g. Bowser which is on a Mode 7 tilemap).
The game handles them as background (objects).
why is this in the backgrounds sheet?
Now I see why it's so much harder to make 16-bit games than it is to make 8-bit games.
And to think they upgraded the skewer to spin as it strikes in later games and giving it a makeover.
