@X-Gluon actually, it makes it more like he's one of the Toadies that worked for Kamek. The Remake helps solidify this, and not just with the rename "Wizakoopa"
Fun fact: In the Japanese version, Mallow's Psychopath spell reveals that this particular Magikoopa is none other than Kamek from Yoshi's Island!
