Palette swapping might be the only answer to a patch. Here's my take on how a censored version could work.

Changing palette for the Virtual Console just required making a patch to change a variable for it, changing sprites would be more work to put in for just a re-release.
I really wonder why this guy wasn't updated for re-releases. The only time when they got rid of the stereotype was in Super Star Ultra. Not even Nintendo Switch Online has this guy updated.
Is it because no one really talks about this case of racial stereotypes in Nintendo games? That's the only explanation I can think of, as Jynx's sprites in Pokémon Yellow had an additional shade of purple in the Virtual Console release, and everyone under the sun knows about that scandal.
