to be fair i kind of prefer this over the title screen in the final
Guessing they changed the title screen so the American team didn't have to redo it to make it fit with the "freedom Sonic" aesthetic.
I think "Neo Green Hill" zone is just "Emerald Hill" zone, but in the Simon Wai and Beta 6.
Tails in this prototype title screen looks cuter than the final title screen lol :3

@Spacemodo They indeed are. Sonic 2's built off of Sonic 1, in the same way that Sonic 3 is built off of Sonic 2.
That could be the case. Code re-using in games is very common, and the Genesis Sonic games do have many technical similarities.
This makes me feel like that Sonic 2 was built off of Sonic 1's engine..... :/
this sheet was quite outdated (even with sonic's sprite being ripped improperly), so i've updated this with entirely new rips.
@YGBJM But the earliest prototype of Sonic 2 as a whole was in 1991, being the Game Gear Autodemo. The pose there is practically the same. I'd say that it was that which the 16-bit version took inspiration from
