I could see Speed Highway in Sonic Adventure as it's successor stage. City themes really didn't become a common thing in Sonic until SA2 and the motifs are there.

i see it as an under construction city tbh
@safteyninja. TattleangusMLG, I think it's supposed to be a highway under construction going through a city, explaining the lack of badniks. TBH it kinda looks like the City from SA2 or Sonic Forces.

People say Star Light Zone is suppose to represent a "City Building", I don't really see that.
