It just came to me, but what if the unused skidding sprite would be used if Sonic were to try to skid at peelout speeds, since it looks like Sonic's really pulling back, as if he was going so fast it almost looks like he's struggling to slow down

@SDG Hi, I have already submitted an revision for this sheet, that solves this issue, but the problem is that the revision is still in Approval Pending, so you might wait for this revision to be approved.

The 2nd Skidding Animation is actually used in the 1993 original version too, not just the 1996 pc port.

@Da-thing the same thing can be seen in the loading screens in Sonic 4 if i am correct

The first and last rotations for the running high ramps animation use the skintone instead of white on the shoes like the base running animation. I just felt like I had to point out that useless fact...

i know this isn't a issue in pm but recently i tryed recoloring sonic to be golden

If it was there, I didn't add it in before revising it, so it's only inevitable it was mistakenly canned. I'm looking at what Devon provided below and via PM, and it seems there was a third one, but it was broken (it looked like it had the AI Art hand with it being in two pieces) so it'll go into unused. Revising [there's a lot more to be parsed since I've got two PMs on this and there's a lot of info so I've covered the skid sprite for now, more full revision at unknown later date]

Wasn't there a third frame to the skid that was present before the sheet was reuploaded? If I'm correct, that frame was on this sheet before, but is now removed for some reason. Was there any reason to remove it? Or was it a mistake?

The shrinking sprites don't exist in v0.02. They existed in a build between v0.02 and 510. Also, there's actually a third unused Wacky Workbench hanging sprite that can be found in Tidal Tempest's sprite data.
I have direct rips of every unique sprite set in the final game here, the palette applied should match your sheet:

The Tidal Tempest sheet does show that mappings data for the shrinking and proto rolling sprites still exist in the final, but the actual tile data was removed by 510. You can also see the third unused hanging sprite in row 3, column 1.

Might as well bring this up now; the shrinking and (bottom) forward/backward jumping sprites don't actually exist in the final version! They only exist in the v0.02 prototype and 1996 PC releases. Furthermore, the second electrified sprite should have yellow in place of white.
