I don't think it is his Japanese design but rather a redesign (from Greg Martin?) that made it closer compared to the older mohawk design. Probably pushed from either Sega of Japan to make it look more on model as they complained or Sega of America,like how Sonic appears on the European Sonic Labyrinth cover. Also remember seeing it in some Sonic drawing book where Sonic looks like that but Robotnik using his AoSTH design, Tails was either AoSTH or SatAM it's one of the two.
It wasn't used much since they started to do 3D renders and/or using the Japanese covers anyway.
