@TakeTwoAncy They do, actually! Just not in normal gameplay. There is a glitch that you can perform in order to everse backwards into layers 0 and -1 (and onwards, but further layers don't have sprites associated with them, so there's nothing special there).
The placeholder sprites (topmost row in the sheet), as far as I know, don't ever get used anywhere in the game. They were probably leftover sprites.

Do layers 0 and -1 ever get used?
I mean, i'm guessing layer 0 is for objects and it's just hidden out of sight but regarding -1 i don't know.
