is he related to Big Dylan in any way (god i hope not)
He was introduced in the 2013 remake of the game, as a miniboss version of the Triad Enforcer. He's become something of an in-joke for New Blood Interactive since.
The people who formed New Blood developed the remake before making DUSK, and worked with Apogee and Nightdive for a remaster of the original.
Big John is a bonus boss for one of the new levels they added to the remaster. (The map he appears in is also a reference to Hans Gross' boss fight from Wolfenstein 3D)

Where did this guy appear again? Is he just an alt of the Triad Enforcer?
Played by George Broussard, voiced by Dave Oshry.
It's because that isn't blood. That's his proprietary John Liquid.
fun fact: big john does not have a clean variant of his sprites, he spews out blood even if youre on the no gore setting

I gotta find what that level is, because I'm curious to fight him (again, technically) now.
