According to the Super Mario Kart guidebook, it's actually a Bullet Bill (or Killer in the Japanese version), just seen from the front, but it does kinda look a chomp though.
Huh, I'm just now realizing that this is the Chomp from Vs. Mode in SMK. I never thought those things were Chain Chomps.
@Ronaldo The Cheep Cheeps in SMK looked nothing like Cheep Cheeps either beyond being fish.
