i think the roaring knight would have their own category considering they're the main antagonist and not tied to any dark worlds in particular. chapter 3 just so happens to be the first time we see them, but they were foreshadowed in chapters 1 and 2 and have a much bigger role in chapter 4.

Yes, if they are an official character, then you can make customs for them. I'd say they should go in Chapter 3 Bosses.
Quick question, does Roaring Knight customs allowed?
I'm hoping someone makes Board sprites for Noelle and Berdly.
Technically, he's a different character, being a darkner. So TECHNICALLY he should go in Chapter 4. But, I think with the way the tsr works, it'll be better to put it in Undertale Characters
i think it would go in chapter 3. by that logic, a bibliox would appear in chapter 3 because it's a hidden npc, but they're actually fightable in chapter 4.
