@Doc PVR is one of the Dreamcast file formats. Not sure but I believe it means PowerVR (the company who made the GPU on the Dreamcast). |

Chances are 50/50 it could also be just miscommunication due to how standards in gaming were at the time this title was made, so one dev likely assumed there wouldn't be another dog robot present in the game/considered an upgraded form of one dog robot. |
