That's the issue: you an design so many characters before you realize that the artwork for the game does not match up to the sprites, especially with the KoF cameos in it's sister game. In short, cross-franchise contamination might be to blame here as Leona became playable in later titles.

Magma Dragoon, you mean Red Eye and Gimlet? That's because they were in Neo Geo Pocket Color's Metal Slug 2nd Mission filling in for Fio and Tarma! The Slug Armors, definately I could see, but everyone else is entirely new.

So I don't know whether or not these are all in Re;Birth 2, but this is missing some Re;Birth 2 Chirpers (the Colonel Sanders and Chie Satonaka one). Considering how many of these don't seem to be in Re;Birth 2, and I imagine the same is so for Re;Birth 1, would it not make more sense to get the right sprites and split these up?
