It's the credit roll screen on TNT Evolution, the part where they do the roll call of the demons.
acconrding to the TNT evolution's plotline the demon spitter (not the icon of sin, don't ask) after his defeat started this glow. It's supposed to be a cliffhanger teasing a sequel megawad? Nothing came out of it and I think it's WAAAAY too late at this point
Source, I don't suggest playing TNT
