Jesus Christ, it's a literal pillar man.
This is the way capcom made their sprites, and personally, I feel it's a long, tedious process going from paper to pixel, and this here is an example of a sprite before completing it's journey from paper to pixel.

Although it doesn't have many animations (just movement), this Hugo prototype can be found in Street Fighter III: New Generation by changing the character select value.
