that's what we call a smear frame
That "huh" pointing to the weird graphic is actually a strategy to give the illusion something really fast is happening, like Sonic's disembodied hand in Sonic 3 while on an edge or his super peel-out in Sonic CD (or running in general). Was also used a lot in cartoons of this era
