It was released on the Atomiswave arcade board, and since it has similar architecture as the Dreamcast, people have been able to get Atomiswave games running on real Dreamcast hardware and emulators (although I personally can't get NGBC recognized by Flycast)

It was on a Arcade, then PlayStation 2, also on PlayStation Network and lastly on Xbox Live Arcade. It was never officially on anything else. Unless someone did a homebrew port or mods of some kind...
