[edit] apparently this was designed as a program to test newly-manufactured arcade cabinets and circumvent a Japanese law forbidding the sale of arcade cabinets without pre-installed PCBs under the technicality that the game was not lawfully considered to be finished and/or tested unless a PCB was present.
Was this made on NES VS system hardware? This looks way too limited color-wise for a 1991 arcade game.
