Yeah, that portrait did come out of left field.
@Mr. L You're not wrong. A whole level was cut but the main obstacle is still in the sprite data. (Early magazine previews featured screenshots of what it could've been: It was going to have crazy 3D map effects and such) The second level's original boss was scrapped but all his animations were discovered.
(All that was left of him in the released game was a portrait in the fifth level, with many players wondering who the giant pig dressed as Santa was)
So yeah, it could be possible a Dark Queen final battle was planned but never made. Imagine what her actual sprites would've been like.

One of the better Battletoads games, but one can't help but feel it's a little unfinished, since the Dark Queen is never actually fought.
i always assumed it was called "battletoads arcade". blame rare replay i guess
