I agree. If it was the original, I wouldn't think twice about it, but why is it a replacement to the much better looking, and I think more fitting, post-reboot Archie panel from I believe issue 75?
I can get wanting to change the thumbnail for this page, cuz using only Archie content for a page about a lot more parts of the Sonic franchise is a bit unrepresentative, but this clearly wasn't the reason for the current change. Something more generic to represent this page, if that's possible without using fanart preferably, would be ideal imo.

Because it's not allowed? Only official characters can be submitted, no fan characters (which includes Sonic.EXE as sonicfan2121 mentioned) will be accepted here.
take Sonic.exe for an example, he's a CreepyPasta and not allowed in spriters resource, modelers resource or any other resource, same rule applies for fan made characters, fan made characters can't enter

i mean the richard elson sonic style that classic sonic look that is more iconic
Sonics design in StC is based on his sprites, so there's not really a need to make new sprites unless you specifically want his quills up, which, at that point, you can just use Fleetway Super Sonics quills for that. Someone could do it, but I doubt it'd be accepted here because they tend to pass over "low effort" edits like that in my experience.
Someone actually tried to post Sonic.exe but the sprites got taken down since Creepy Pasta isn't allowed, so there's your answer guys, Creepy Pastas are restricted here
