I think they only gave her an apron since she's a mother in the context of the game, so they had to make her look at least a LITTLE BIT like a mother Toad. But they only did the bare minimum.
Color Splash had like a pirate Toad, I think? Still, Bowser's Inside Story had distinguishable girl Toads and a bit of other variation, but I think TTYD did Toad variation the best, having lots of variety without going hideously off-model like SS original did. But hey, Starshade Bros. are still very off-model for Toads.

There's a Toad with an apron? O_o Why isn't this used more often? Even though it's nowhere near as much as the original, having more Toads with aprons would've added variety!

Was it that hard to put that apron on that Toad? Would it be that hard to put maybe a hairstyle on her too? Maybe a slightly different face?
Maybe Toads of different age groups? Children Toads, elderly Toads? Maybe different body types? Tall Toads, chubby Toads? Toads with different clothes?
But this is much easier, ain't it?
