Simple: the sprites are mapped onto planes that are rigged to make those movements in 3D space, while the sprites themselves animate with texture/material animations. Technically the characters are 3D models made of planes in every game, even PM64 (you can easily see it when a character is electrocuted on emulators since a glitch causes the electric effect to not take into account the transparency of the sprite). TTYD, SPM, and SS simply are rigs comprised of many planes rather than a single plane with a full body sprite mapped onto it.
Y'know I've been curious about and and hoping someone could shed some light on how the flat paper characters have been animated in this game and Origami King, since they're apparently just sprites like in 64 yet they can bend and contort like models.

@ACYosh: They're in the Graphics/Panel folder. "panel_tex_high" are for the large images, and there's a separate file for each language.

True, but still for the new sprites as much as I can’t wait to see them, Ik that things take time, so I rather wait for RTB to get the sprites as soon as he can, not when people want them. Like I said before things take time.
Some sprites of the splash color are recycled into the origami king.
Let's hope people will be patient this time around for the Origami King Sprites.

Any chance to get this game's model and sfx? Because like, the new Paper Mario is on the edge of corner now so it would be nice to get some more stuff from this game..

I really like this game, and with the simple colors and choppier sprite feels more like paper since it just gives the feel of it being paper.
