Nvm I just found out that Windy World utilizes Mode 0 for it's graphics, meaning that the system can use 4 backgrounds, but come with background tiles using only 4 colors each. It's not that bad knowing those limitations exist
Most of these Simpsons games backgrounds had pretty basic pixel art. but really, the Simpson's art style is pretty basic anyway, so those artists thought they would get away with their mediocre artwork due to that reason. Well, except for Krusty's Super Fun House, but that was a reskin of another game for the Amiga, and was developed by another team, so they didn't have to change most of the tiles.
