@DeltaMudkip: That's the most correct explanation. He takes up so much VRAM that there isn't enough space left more tiles.

@Murphmario I don't know much about SNES memory but perhaps Kraid uses most of the tile space in his room?

Clarifying a bit on the "Gadora is actually tiles that are loaded at all times" thing; Gadora is actually tiles and not a sprite. These tiles are loaded alongside other global tiles like regular doors, items, and Chozo Statues, and as such as in pretty much every tileset in the game (asides from the tiles used in Kraid's Room, which most of the global tiles in that room are glitched for some reason.)
