We tend to forget this one : the Heavy Dude who goes to The Cage in Tenth Street. He appears walking/jogging on the other sidewalk (southeast one) after the Loyal Citizen (girl with purple hair) goes inside the club. His world sprite is a Heavy Dude but he's not hostile. He has the Street Kid/Street Scum/Club Manager portrait but with beige skin. I can't put the picture of his portrait here tho :(
Dog controls your destiny. Seek out three items of his favour and then seek his shrine.
Great job on this one and I love how you designed it!
While I prefer the Genesis game, this game grew on me the more I played it.
