Gilbert is not recruitable, but Gar is. According to Deathbringer's translation of a guide website for Milandra http://milandra.seesaa.net you need to collect the heart of courage on F20 and bring it to him on F10.
According to http://www.gamingsanctuary.com/Milandra.html they're called Jiruber & Gaa and since they're in the same ROM location as the other heroes, they're probably both recruitable. Gamingsanctuary states that at least Gaa joins your cause at random, but I haven't seen that yet (not on screens and not on video footage). If it's true, then sprites for attacking exist, but I can only pull them from the vSNES WRAM when the sprites are displayed on screen (in this case, all frames for this animation are loaded in).
