I wish this contained more than just the trees. Where's the actual sky backgrounds?
What the game is doing is that it is using scanlines to generate a palette (the sheet correctly calls this HDMA, not the only SNES game that does it). So each pixel row is a colour. Those can't be ripped as it is part of the programming.
