It kinda looks like the unused sprite was the original ending frame for her combo, and the one we actually get is a messed up version of it, much like Axel's glitched frame. On another note, the team attack sprites appear to be missing. The perils of ripping a multiplayer game when you have nobody to play it with you, I guess.
I have seen that "Unused" sprite! If in 2 player mode you grab blaze from behind you see that sprite OR when She jumps but it could be for the boss that is just a recolour of her
