Oh look, it's the sonic 4 badnik!
To get ahead of the game and answer "But where's Relief?" - I don't see how it's a Badnik, necessarily. Defeating it effects the scenery objects, and there's a good chance it's been about since ancient Angel Island. Just because it's semi-analogous to Aquatic Ruin Zone's Robotnik Arrow traps doesn't mean Robotnik made Relief.
