The dizzy sprites look like Sonic is drunk.
Keeping in mind they were being developed for what eventually became Chaotix; it's entirely possible that these sprites were like those of the earlier Sonic 2 prototypes, just an early stage work.
These sprites are way to saturated, just look at his skin!
