I always thought this dude was a Gorilla.
The head doesn't turn independently of the arms and legs. Once it realises its opponent isn't in front of it, it's a "full body turn".
I'm pretty sure it had its head turn when noticing/realizing Sonic/Tails/Knuckles was right behind it.
