@QuadFactor i knew i wasn't misremembering when I thought "didn't the 'unused' encounter sprites get used in the final version of the game?"
Quite interesting they went for a more arcade-y story mode for Tsuu this time around...
I'm guessing they were going to have cutscenes before each round like in the first game and the SNES version but canned the idea at the last second.
That's a lot of unused sprites.
