Late reply, but it's because not everything in this section was exclusive to the "Wily Tower" portion of the game (e.g. the title screen and main menus), and to be consistent with how the Super Mario All-Stars entries are set up.

WHY DID THEY RENAME IT
I think it misses the miscellaneous JPN stuff such as the Game & File select and the Title screen.
it's not Bubble man stage or a part of the willy tower it is Mega Water S stage one of the three special robot masters you face after beating all three games in the genesis version
The icon is indeed of Bubble Man's stage from this game's port of Mega Man 2. The Wily Tower stage you're probably thinking of (the second one, not the first one) looks completely different.

Shouldn't the icon for this be changed to something actually specifically from Wily Tower? Because right now it's clearly showing Bubble Man's stage
