@Bumper Top As far as I know, the SEGA CD had the same color limitations as the Genesis, so they are interchangeable in terms of color display limitations.

@Bumper Top Murphmario's explanation is spot on. If you look here at the concept art, Metal Sonic's eyes were grey. Meaning both the concept art drawing of Metal Sonic and the sprites both have grey eyes. The same for the MC Sonic picture.
Probably someone at Sega suggested adding red to Metal Sonic's eyes to make him "evil". One of the animations and DA garden did have Metal Sonic's eyes being red meaning that it must have been a fairly late change and forgot to simply change the sprites. It was still fairly common back in 1993 where the game artwork and what appeared in the game itself didn't always match.

Also about Metal’s eye- we won’t really know why they made it grey. Metal shares the same palette as Sonic, and if you think about it, Metal also uses red for his shoes.

I have a pretty lame but maybe true theory about his eyes - the Genesis might have not been able to apply a palette with another set of colors to the head area. Pardon me if I'm brutally wrong, because I don't know it its' hardware limitations. I kind of doubt this theory, because the sprite of Metal from Sonic Triple Trouble (Game Gear, which was 8-bit, keep in mind the Genesis was 16/32-bit, but that doesn't really mean anything graphics-wise) has him with red eyes. Yes, the theory of them forgetting to change the color is also a good one.

In the context of color theory, "hue" refers to the pure color, or the basic color on the color wheel, like red, yellow, or blue. It's the property of color that allows us to identify it as a specific color, such as red, green, or blue.

I feel like the gray eyes are a thing from development that the devs forgot to change before release, as Metal has gray eyes in CD's concept art and to a lesser extent the ending cutscene.
