Not exactly. I'm not 100% sure if there's a fuzzy flicker (I haven't properly dived into it in a while), but there is a cycling palette on the tiles - the colors are effectively static, and programmed to give the illusion of movement - if you palette lock it, the static-ness becomes that much more pronounced.
Weren't the TV screens with Robotnik on them animated?
