Chances are 50/50 it could also be just miscommunication due to how standards in gaming were at the time this title was made, so one dev likely assumed there wouldn't be another dog robot present in the game/considered an upgraded form of one dog robot.
I don't know why, but Yatter King is missing the bell on his nose in this game. I didn't accidentally miss it when ripping the sprites, it just isn't here. It was present in the last game, so I guess they just.... forgot it when they drew these new sprites?
What's funny, is that Yatter Wan was missing the bell in the last game, but has it properly in this one.
