I've never seen these before.
This appears to be an unlockable easter egg for the databook screen. Supposedly, if you achieve a goal in each game, Pac-Man is replaced with Ms. Pac-Man for this screen. The goals should be as follows:
Pole Position II: Complete any course.
Phozon: Reach World 8.
Galaxian: Reach Round 10.
Tower of Druaga: Complete Round 60. Continuing is allowed.
Ms. Pac-Man: Reach Round 5.
Dig Dug: Reach Round 10. Continuing is allowed.
(The only reason I know this is because there exists a guide for this game only released in Japan (search Namco Museum guide book on Ebay), and I was able to get a copy and translate it.)
