They sorta did in Japan, the US versions kinda neutered the names to be plain animal names.

@Sneakyslycooper I think it's just a pun on "heat" and "phoenix", which is strange because Mega Man X didn't really rely on puns when it came to Maverick names.
What is a Heatnix?
