Not just Keef from The Prodigy, he also sports a giant clock on his chest, which is a reference to rapper Flava Fav's famous clock necklaces.
Looking at the hairstyle I think it's a reference to Keith "Keef" Flint from The Prodigy (RIP). Firestarter came out the year before Total Meltdown and the level CyberKeef is on, Ministry of Fear, is probably supposed to be a reference to Ministry of Sound nightclub in London (Aardvark Software who converted Duke to PS1 were British)

I really want to know why he's called CyberKeef.
