I've had a proper rip of Spark's sprites layin around for a while now. I can confirm that the effects are separate. I may upload it at some point, but main issue will be organizing the messy ass sheet lol

Are you ripping these directly from the files or from screenshots? If it's the latter, that's probably why the special effects shouldn't be on the sprites.
I have a hunch that those effects are in Sparks sprite, because making them their own entity would be a hassle, at least in Fusion. Its like recreating Tails' tails effect (how they move on their own at any frame of Tails when he is standing), but for every single attack in the game.
EDIT: Also, unlike fire Spark, those effects don't change when the Static Bar is full.
