HOLY CRAP PAPYRUS PREDICTED THE WHOLE THING
I can imagine that, near the start of Encore Mode, Sonic and co. find a pile of the Hard-Boiled Heavies, deactivated.
Suddenly, the Heavy Magician powers on, floats out of the pile, tips her hat 180 degrees, the Phantom Ruby floats out, she revives the rest of the Heavies with it, and scoops the Ruby back up while putting her hat back on.

Are these sprites using the MSZ Dawn palette? I remember Bean's shoes being brighter in the actual game.

I think the Fang/Nack sprites came from Triple Trouble
