For a moment his face is similar that of Bubble from Bubble Bobble.

This is a powerup form for Sonic. He is crawling faster and no clue what else he does .... Didnt play this game, just read about it and the gameplays I seen never used this form even once.
And yeah it does here seem to be sort of rip off of Bubble Bobble dinos (or dragons what they even are ... )
The polems enemies look different then this.
Its a fangame so its possble the dev used sprites from other games unrelated to Sonic series.
